>> i'm laura garcia-cannon. let's check the forecast with anthony. he is in for christina. >> we're talking about temperatures that are cool, fall-like this morning. christina will be with us later on this morning. as we get you through this newscast. it's 58 in san francisco, 61 in oakland. we're waking to patches of drizzle. keep in mind, you may run into a few slick spots. as we head through the day, temperatures will rise, back into the upper 60s inland. at the coast, chilly, lower 60s. through the day, more cloud cover than anything, a precursor of some rain that's in the forecast as we get into the seven-day forecast. more in a bit. now, your drive with mike. >> where anthony's talking about, the mist, the drizzle, that's an issue for your drive. droplets are on the lens now. you can see the east shore freeway. we couldn't see this time yesterday.

westbound with these headlights. but we can see to university avenue, so about a quarter mile visibility down toward the bay bridge. palo alto, 101 is clearer as far as the view. construction on the southbound side with the tail lights heading towards embark dario. we'll look at other patches, what's tough to see, coming up. the usgs has downgraded a small earthquake that rumbled early this morning. the magnitude 3.2 quake struck just southeast of morgan hill just before 3:00 this morning. it was originally thought to be a magnitude 3.3. so far, no reports of any injuries or word of any damage. and by strange chance you haven't heard, the giants victory parade now just hours away. >> some people spending the night in front of city hall just to get a prime spot for that

parade. fans said to be missing school and work, we won't tell, to get a glimpse of the champs. today's parade is led by the high school marching band. the boys say they are excited. >> the students understand what a grand scale this is, i mean, you're playing for a world championship baseball team twice in a row. so it's quite an honor to represent the city and the school. >> very cool. it is the oldest school in san francisco. its marching band had the honor of performing in the parade in 2010. police will be out in force today, making sure that the celebration, stay safe. they want to avoid a repeat of the night when some fans started setting fires. the district attorney will charge nine people for crimes relate to sunday night celebrations. he's expecting that number to grow as police hand over cases. the city attorney, meantime, is promising to pursue civil cases aiming to get san francisco reimbursed for damage causeled

when revelers lit bonfires and torched a muni bus. >> you'll also be hit in your pocketbook. you won't just be criminally prosecuted but in the event that you damage property, city buses, city buildings, that we will go after you civilly. >> police say thanks to the help of the community, they have arrested the man responsible for vandalizing the bus. a 22-year-old was taken into custody. if you're planning to brave the crowds today, you're being asked to have a good time but not to drive. bart will run rush hour service all day long. muni will run extra buses. the key is make sure you buy round trip tickets in advance. the ticket kiosks will be crowded all day long. parking at stations will fill up quickly so walk or get dropped off if possible. there will be extra ferry services before and after the parade and cal train will add

hundreds are still stranded in communities left unrecognizable by sandy. nbc's danielle lee has the latest on the daniel damages f storm. >> reporter: an entire coast line is waking up to a new reality caused by sandy. >> the scariest thing i've ever been through. >> reporter: homes ripped from their foundations. streets now resemble sand dunes. in seaside heights, pieces of the once popular vacation fun town float in the ocean. >> we're just lucky we're here today. >> reporter: at point pleasant, homeowners hope floodwaters recede. >> i've never seen anything like this. >> reporter: first responders are still trying to rescue victims cut off by the powerful tidal surge. >> all of a sudden, it came up very fast. i said to my husband, i think the ocean is coming down the street. >> reporter: tidal flooding paralyzed much of lower

manhattan, filling subway lines and tunnels. even covering the runways at la guardia airport. >> cars are completely destroyed. they were submerged underwater. >> reporter: in queens, fire, not water, proved the bigger threat. >> it was a storm of historic intensity but new yorkeres are resilient. >> reporter: a resilience millions now must rely on to rebuild in the wake of this storm. in tom rivers, new jersey, i'm danielle lee, nbc news. >> we have a new look this morning of the damage and flooding. this is video from la guardia airport in queens. water flooding the tarmac. isn't it amazing? it's almost unrecognizable. crews are trying to work to pump all that water out and open the airport as quickly as possible. such a hub. meantime, newark international in new jersey reopened about a half hour ago with very limited service. jfk in new york expected to reopen at 9:00 this morning,

california time. sandy certainly still affecting flights here locally. at sfo, united and us airway flights to new york and boston and newark are canceled through at least 1:30 this afternoon. >> video almost doesn't seem real, like out of some kind of movie there. because of sandy, the red cross says 11 states had to cancel more than 100 blood drives. based on that reality, the red cross in oakland is trying to help fill that void. >> it feels good. you got to help when you can. it's so little from this far away. >> the next blood drive is tomorrow at the california college of the arts in oakland so if you can get out and give some blood to help. >> want to see how our forecast is holding up. how we looking now? >> it's going to be drizzly through the rest of the morning. we don't have the best of news but there is rain in the forecast. if you are making plans to head

out to the parade or even as you head home from work expect showers because we're talking about a pretty significant chance. as we show you the future cast, you'll see temperatures in the 50s. 57 in san jose. of course, we've been telling you about the parade. all the way through 3:00, you can see, we're talking about temperatures that will be cool. you'll need a jacket in those areas of drizzle. you can see our front. it moves through the north bay by 3:00. expect widespread showers really for most everybody. even some embedded thunderstorms. that heavy rain will be positioned over san jose. make sure you keep umbrellas handy and use caution on the roadways. jacket weather, 60s across the board. 63 in san francisco. of course lots of cloud cover with that drizzle. we'll keep you posted.

mike, how are those roads looking? >> you gave a big note about slick roadways. once you get more traffic, those surface streets will be slicker as well. we're looking over here. it is not really a big deal as far as the volume goes. we'll show you the maps of the south bay. one construction note, this is the on ramp to north 880. i didn't see a lot of lights but i didn't actually look at the on ramp specifically so it may have some work going on. just some mild slowing as you pass by the construction zone southbound. we have the weather data on the maps. here where you see the orange is where the fog might be thicker coming through 152 in gilroy. it might be tougher to see, have to use those wipers. past the truck scales, a much clearer view. we do have a new accident farther north at wynton. i'll check on the details.

welcome back, everyone. it is 4:44. taking a live look outside from new york. remember that dangling crane that we told you about? yeah, just one of the after effects of hurricane sandy. there's so much repair work to do. millions of dollars of damage. we have the latest coming up in reports all morning long. 4:44 right now. the presidential campaign resumes today, sort of. we will see governor mitt romney talking politics. but the president still dealing with storm recovery with just six days to go before voters head out to the polls. nbc's tracie potts reports on the impact the storm could have on election day. >> thanks for doing all this. >> reporter: today, the

campaign's back on, sort of. paul ryan has rallies in wisconsin. the viles president's in florida. so is governor romney. avoiding questions about fema after collecting supplies for storm victims. >> i appreciate your generosity. it's part of the american spirit. >> reporter: president obama's not back on the campaign trail till tomorrow. he's still dealing with sandy's aftermath. >> i told the mayors and the governors if they're getting no for an answer somewhere in the federal government, they can call me personally at the white house. >> reporter: today, the president visits new jersey, where six days before the election, he got a pat on the back from republican rival governor christie. >> is the president has been outstanding about this. i don't give a damn about election day. it doesn't matter a like to me. >> i don't think anybody's thought much about that at this point. >> reporter: the president's not scheduled to visit new york. >> we'd love to have him but we've got lots of things to do and not trying to diss him. >> reporter: we may see long

lines again. early voting resumes in maryland and washington, d.c. tracie potts, nbc news, washington. 4:46. the markets will reopen this morning after a two-day closure because of sandy. with a look at what to expect from wall street this morning, we turn to jackie deangelo, live at cnbc world headquarters. >> good morning. the u.s. financial markets will get back to business today after being closed the past two days because of the storm. stock futures are a little bit higher ahead of the opening bell. it's uncertain what trading is going to be like today. the new york stock exchange and the nymax are opening their physical trading floors but many traders may not be able to get to work because of new york's subway system and also trains into the city could be closed for days if not weeks because of the flooding we've seen. meantime, several wall street banks will try to open today. goldman sachs will reopen in lower manhattan but it's still on generator power. bank of america and american

express will keep their offices in the world financial center closed. citigroup is saying its office in lower manhattan sustained extensive flooding so it will be interesting to see how things shake out this morning. >> thank you very much. i guess it's official, you can say the force is now with mickey mouse. walt disney paying george lucas more than $4 billion for the rights to both "star wars" and "indiana jones." skywalker sound also part of this deal. that $4 billion is part cash, part stock. disney says get ready, "star wars" fans, three new "star wars" films being produced and lucas will be a consultant of course. marissa mayer is working on that family balance. she tweeted a shot of her new son mcallister yesterday just chilling out. the city was taking at yahoo!, the yahoo! halloween party for

on shore flow will kick in and we'll see more drizzle in the forecast. by 11:00, you'll notice those showers pulling into the north bay. by 3:00, we'll still be looking at isolated showers. look what happens towards rush hour. the front starts to push in. we're talking about widespread rain this evening. you may want to throw the umbrella in the car just to have it because it looks like we'll deal with rain all day long. especially into the afternoon and tomorrow. highs today going to be cool. 69 in fairfield. only 63 in san francisco. only 64 in san jose. it's going to be very chilly. look at this. warmer weather is on the horizon. 71 tomorrow inland. as we get into the weekend, this time of year, daylight savings time, remember that thing that happens, it's this weekend, saturday night into sunday morning. enjoy that extra hour of sleep, guys. sunday, 81 degrees. not too bad. >> very nice, thank you very much, anthony. two women are suing the

morega school district claiming the district ignored sexual abuse allegations against a former teacher. the new lawsuit comes just a month after cal swim coach christine konane sued the district. all three women say they were abused by a former teacher at the school during the 1990s. they claim the district ignored warnings about the teacher and didn't take action when they reported that abuse. the teacher killed himself shortly after he was placed on administrative leave in 1996. a northern california surfer recovering after being attacked by a shark. this mark, the second attack along the california coast in nearly a week. this happened near eureka. a huge shark bite on the surf board. the surfer was left with a 14 inch bite wound. his friends, one of whom happened to be an emt, used their body weight to stop that

bleeding. they stopped the bleeding till paramedics arrived. the surfer underwent surgery last night. he still remains hospitalized this morning. look at that surf board. it is 4:51 now. san quentin state prison is on medical lockdown this morning. officials say at least two inmates have come down with chicken pox since an outbreak started last friday. only employees are being allowed to enter and leave san quentin. the center for disease control says chicken pox easily spreads from infected people. 4:51. coming up, now that the world series is done, it's time for the giants to get down and have some real fun. we'll show you what happened when hunter pence stopped by to hang out with conen. a live look at the bay bridge. the sheen on the roadway. a new accident reported in this

some slicker roadways. south of here, north 880, approaching 82, again heading up 29, reports of minor fender benders. it sounds like it's top of the shoulder. we don't see any slowing there. farther north, we have the construction zone north of the coliseum. a little slowing towards 980. speeds only down to about 60 where you see the yellow here. the toll plaza, the accident reported there, sounds like it's out of lanes now. there has been no slowing there at the toll plaza itself, guys. >> it is 4:56. we've been talking about the parade. there's one jack lantern that could leave some puzzled. a man created a pumpkin which plays tetris. this cool. he loaded it with a bunch of led lights there. the stem on top, you work that.
